The processing of Group Policy failed. Windows could not resolve the computer name.

I just added a Windows 2012 domain controller to my Windows 2003 domain.  I'm getting a lot of errors about Group Policy and also NETLOGON dynamic registration of DNS records on the Windows 2012 server.  I have DNS running on each server and it seems to be working for queries.

The processing of Group Policy failed. Windows could not resolve the computer name. This could be caused by one of more of the following: 
a) Name Resolution failure on the current domain controller. 
b) Active Directory Replication Latency (an account created on another domain controller has not replicated to the current domain controller).
