Fine grained password policy does not applied on the user.

Hi, 

I am using windows server 2012 R2 standard edition for my office load up to 50 users. Today i tried to create fine grained password policy for users and it was created successfully but not applied on the user. I used this article to create the policy (http://technet.microsoft.com/en-us/library/cc754461(v=ws.10).aspx) step by step. Please help if anyone know about this. Where i did wrong configuration? 

I did below step- Create PSO and configure it as required.

Create a group than applies the PSO to the newly created group. 

Make a user to the member of the same group ( All these steps done after reading the above article.
