Group Policy Object Editor on 2003 Server

I have a GPO question about Group Policy Object Editor on 2003 Servers.   I installed the RSAT tools on my Windows 7 workstation and I seem to have far more GPO options than I do when I run the GPO tools on a Windows 2003 DC in our environment.  Example:

On my Windows 7 workstation I have this option.  

Computer Configuration/User Configuration - Administrative Templates - Windows Components - Internet Explorer - Delete Browser History   Then Select "Disable "Configuring History"

I do Not have this same option when I navigate to the same place on a Windows 2003 server.  and just under "Windows Components" I have dozens of more things on my Windows 7 machine.

So my big question is this.   I created a new GPO object on my Windows 7 machines and I linked it to an existing OU and this OU has Windows XP workstations in it will they receive all of the settings the GPO has to offer?  From what I've seen they don't but I wanted to ask this forum to see if there was a way to make it happen.
