GPO exception without permission "deny apply group policy"

Hi,

I would like to exclude some users from GPO. Read thru some posts this can be done easily with security filtering. However in my add user permission, I do not have "Deny Apply GPO" as descripted in this kb: http://support.microsoft.com/kb/816100. The permissions I have are only: 1) Read; 2) Edit Settings; 3) Edit settings, delete, modify securities. Unfortunately I cannot post the screenshot as my account has yet to be verified.

OS: Windows 2003 Enterprise Edition
Group Policy Management version: 1.0.2

Is that the GPO management version that matters?

Any help would be appreciated.  Thanks
