Windows update notification is always visible to all users on Windows 2012R2 Remote desktop

We have terminalservers for endusers and dont want the Windows update on lockscreen/loginscreen etc to show for end users.

GPO for windows update is set to not show any notifications to end users

User Policy
administrative templates\Windows Update\Remove access to use all windows update features (0 = Do not show any notifications)
Machine Policy
administrative templates\System\Logon\Turn off app notifications on the lock screen
administrative templates\Windows components\Windows Update\Allow non-administrators to receive update notifications ( Disabled)
administrative templates\Windows components\Windows Update\Turn on Software notifications (disabled)

or "Important updates are available. GO to PC-settings to install them"

We want to remove all notifications from users, but this is not working

How can I remove this for all users ( or at least all none admins)?
