GPO won't apply

I can't for the life of me figure out why a newly created GPO (dealing with folder remap) will not apply. I get this error on a client machine:

The processing of Group Policy failed. Windows attempted to read the file \\scp.
local\sysvol\scp.local\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini f
rom a domain controller and was not successful. Group Policy settings may not be
 applied until this event is resolved. This issue may be transient and could be
caused by one or more of the following:
a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller
 has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.

To diagnose the failure, review the event log or run GPRESULT /H GPReport.html f
rom the command line to access information about Group Policy results.

I can browse that directory from the client computer just fine, I left security to the default "Authenticated Users". 

I have verified sysvol replication across both DCs, the new policy folder shows up. 

DNS resolution is fine. 

Not sure about the DFS client?>

This is a 2012R2 system with two DCs, Windows 7 client. 

It was originally a 2k3 domain that has been migrated (2k3 dc removed). 

..I'm not sure what the problem is, it seems like it should just work.
