Deleting secedit.sdb

On Windows 7 machines is it safe to delete the secedit.sdb file?    We have hundreds of GPO's based on what group you are in and what OS you have  (XP or Win7).  What seems to be happening is a user logs into a XP machine and get over 100 GPO's applied.  then they log into a Win7 machine and we only apply 3 GPO's but many of the XP related GPOs are still being applied. They get stuck and we can't un-stick them.  

Will deleting secedit.sdb fix this?   or is this dangerous to delete?
