Can't find "Turn on ActiveX Filtering" setting in group policy editor for IE 10 or 11

I've created a policy for IE 9, 10 and 11. We are explicitly defining each security zone's settings in our policy and are removing the security tab to ensure our settings are not overridden by users. Since deploying, we discovered a website is no longer functioning due to "Turn on ActiveX Filtering" being enabled. We determined this by turning the policy off and then manually enabling various settings to reproduce the behavior.

The only problem is, we don't know how "Turn on AciveX Filtering" is getting enabled. Looking at the "enabled" settings of our policy, it's not currently configured (at least by that name). I went to explicitly disable it but I can't even find a policy setting that compares to this.

Searching the web turned up the below technet link which says it can be found at the root of windows components\internet explorer, but I don't see it there in my Windows 8.1/IE11 editor.
