"Allow users to connect remotely using terminal services" option is getting disabled by its own

Dears,

I'm facing a very strange issue with some machines/servers within my environment . The issue is that the remote desktop is getting disabled by its own while iwe are sure it was enabled on those particular machines. Suddenly we cann't login to a machine/server then upon investigation we find this option changed to DISABLED

Local Policy >>> Computer Configuration\Administrative Template\Windows Component\Terminal Services

"Allow users to connect remotely using terminal services"

We are sure that this is not caused by GPO we run the RSOP and found the winning policy is the local one. even it is happening to some machines never joined to the domain.

we used to fix it by login locally to the machine and change the same option to ENABLED >>> Run GPUPDATE /Force

This is since long time and we want to find a solution for that OR if any body else faced the same Please share your experience.

BTW: Again those machines belongs to differenet Domain OUs/ different OS versions within the domain and even some of them are not joined to the domain.
