Issue applying policy on ie10

Currently in our environment we are facing an issue regarding IE10. In few of our computers already IE10 has been roll out.  However we have noticed that any user policy (for example internet proxy settings)  is not getting applied only on IE10 (for lower version of IE like IE8 it works as expected). Our AD version is windows server 2003. We tried importing the ADM file correspoding to IE10 just to check if it works. Unfortunately it also did not work.

Under the circumstances we need to know is there any domain functional level or OS level dependency on IE10. Please let us know if you need any specific details regarding the same.  Thanks in advance for your kind co-operation.
