local group policy

 i have just installed Server 2008 and want to change Account Policies in the Local Security Policy. I am logged on as Administrator but all of the options are disabled (e.g. Minimum password length). I have changed the Default Domain Controllers Policy but that has not filtered down to the Local Security Policy.

    i noticed that their is a lock on security settings tab.
